Objectives
Specific objectives
- Designing, testing and assessing a new collaborative methodology for the development of innovation in the region: “Poles of Excellence” and “Interregional Cooperation Frameworks”.
- Promoting the regional integration of a research-enterprise system applying it in 3 emergent sectors with a high potential for development: Biotechnology, Nanotechnology and Renewable Energies.
- Developing the region’s ICT sector, being an essential tool for the development of innovation in all productive sectors, through integration and innovation.
- Promoting the integration of ICTs in the business fabric.
- Promoting the integration of Administrations, Universities, research institutes and enterprises in Navarre within “excellence” research and innovation networks.
- Developing stable cooperation channels with other top-ranking European regions, to jointly perform foresight studies and subsequently developing interregional R&D programmes bringing together methodological, technical, human and financial resources.
- Establishing a new approach for the future elaboration of the Regional R&D&I Strategy, based on the integration of all the phases as regional and European level (prospective, planning, development and evaluation) and of all the agents (Administration, Universities, Universities, Technological and Research Institutes and Enterprises).
Quantifiable objectives
- Increasing the share of GDP consecrated to R&D investment in 2007 up to 1.9%, and 1.33% in the case of private R&D investment.
- Designing a methodological proposal for the creation of “Poles of Excellence”.
- Selecting and executing 3 “Integrated Projects”, one per each sector identified (Biotechnology, Nanotechnology and Renewable Energies).
- Execution of 5 ICT “Integrated Projects” linked to emergent sectors: Biotechnology, Nanotechnology and Renewable Energies.
- Building a European interregional foresight cooperation group with at least 4 other regions
- Opening an Interregional Call for Proposals for R&D projects.
- Incorporation of 15 institutes and enterprises of Navarre into “European Networks of Excellence”.
- Creating 35 new employments.
- Developing a European Technological Conference (200 attendants) focusing on one of the themes pertaining to the target sectors (Biotechnology, Nanotechnology and Renewable Energies).
- Developing an Interregional Workshop to transfer the results of the Programmes of Innovative Actions and the approach of the new “Regional Competitiveness and Employment” Programmes”.
