This methodology, multiplying the interaction between public and private agents, shall test 3 Action with a high innovative content:
- 1. Poles of Excellence
- Developing and implementing the methodology for the elaboration of “R&D Integrated Projects” in specific sectors. (biotechnology, nanotechnology and renewable energies).
- Approach and objectives: “Integrated Projects” are a proposal laid down in the Second Technological Plan of Navarre. These projects, or sets of sub-projects with a common objective, seek to build not only a frame for collaborations and transfer of knowledge between the administration, enterprises, technological institutes and universities, but a cross-sectoral exchange and sharing of solutions, experiences and efforts between the different sub-projects and their participants as well.
- Activities:
- Designing, developing and validating the methodology for “Integrated Projects” as an instrument to boost “Regional Intelligence” through the collaboration of private and public agents.
- Testing the Innovative methodology, in the emergent sectors of Biotechnology, Nanotechnology and Renewable Energies in the region of Comunidad Foral de Navarra, to subsequently transfer the experience externally and internally to other sectors and contribute towards the design of the future regional policy on technology with a clear European approach.
- Reviewing the methodology through experience and redefining it for future application purposes in other sectors and regions.

- 2. Innovatic
- Promoting and developing the ICT sector as an accelerator of technological change and regional economic growth.
- Approach and objectives: The strategy underneath this Programme of Innovative Actions matches the philosophy of the “II Action Plan for the Promotion of the Information Society and Telecommunications in Navarre” and the “Sectoral Study and Strategic Plan of the ICT Sector in the region of Comunidad Foral de Navarra”, all of which were recently concluded and elaborated with the support of PRAINA. These plans and studies have laid the grounds of the regional policy for the advance of the knowledge and learning age based on the development of a strong regional ICT sector, making the most of existing knowledge and innovation potential in the region.
- Activities:
- Animating the ICT sector testing a cluster methodology.
- Cross-sectoral support to integrated projects.
- Encouraging cooperation and actions to integrate the sector into networks and projects.

- Advancing towards the integration of the regional innovation system into thee European Research Area.
- Approach and objectives: The purpose is to develop a internationally competitive R&D infrastructure (Poles of Excellence) through the promotion of participation and the building of international research and development networks.Innovative actions are a useful tool for stimulating the exchange of experiences between regions and for building collaboration networks. This action should contribute to the elaboration and development of a methodology for the building and integration of interregional R&D networks.

- Developing the interregional technological foresight and planning stages.
- Defining the supranational frameworks for financing R&D projects.
- Building the networks and networking.
- Evaluation and Transfer of results.
